They are cooler to save more energy, because ordinary light bulbs waste energy through heat.

The long life electricity light are coated by mercury to allow to pass the light easily but they do not allow to pass the or we can say they absorb energy pakeges [i.e.energy particals only] thier fore they are cooler then old style bulbs.

The main advantage of low-energy lamps is that they do not release as much heat, and it is the energy of the heat that is thus saved.
So, less energy for a given illumination power means less heat; those fluorescent lamps are thus cooler.
